The management of the heritage of road works is of increasing importance from the point of view of civil engineering as infrastructures age, which corresponds to an important incidence on the financial statements of the managing body : to all this must be added that only the few works recently built provide for a maintenance plan, which allows the operator to schedule checks and interventions with the evident benefit of a lower economic impact, drawn up by the same designer, as sanctioned by the DPR n ° 554 of 21.12.1999 and DPR 207 of 5.10.2010 . For the works that do not have the aforementioned Maintenance Plan, and are mostly in Italy, the responsibility, as well as the burden of guaranteeing the control, conservation status and safety of road infrastructures, belongs to the Managing Body: the Circular of the Ministry of Public Works n ° 34233 of 25.02.1991 – “Instructions relating to the technical regulations of road bridges ” in chapter 9 reads “The bodies responsible for managing roads at the various existing levels (roads state, regional, provincial, municipal, local) and, for them, the competent Technical Offices, must have knowledge of the characteristics of the works entrusted to them.
Such knowledge must be supported by adequate technical documentation, to be established for each work or for groups of works, containing all the salient data relating to the project, the execution , testing, management. The need to ensure the necessary safety conditions of the user requires careful attention by the managing bodies in order to guarantee a good and correct conservation of the works: in this sense, the age of many bridges, the reclassification must be taken into particular consideration of the roads to which they are in service, the increase in circulating loads “. Chapter 9.3 indicates “The Technical Offices of the administrations that own the roads, or to which the management of the roads is entrusted, must arrange a systematic control of the static conditions and good conservation of the bridges . The frequency of inspections must be commensurate with the characteristics and importance of the work, as well as with the results of surveillance. ” In order to support the managing bodies, the public administrations and the related technical offices, the C.C.M.E. Srl provides Technicians, also specifically trained and qualified, able to provide the following increasingly requested services: “Cadastre”, “Inspection of Bridges and Viaducts”, Verifications on the Existing, Seismic Vulnerability and Drafting of specific Maintenance Plans for each structure.
The service consists of searching and collecting all the available documentation and, if necessary, the geometric survey, the construction features, the graphic restitution with aerial photography and indication of the land coordinates, of the structure itself.
The Inspections of the Bridges are carried out with extreme precision and rigor by technicians with proven professional experience, qualified by Bureau Veritas and in possession of the relevant qualifying licenses. The inspections allow, with the help of the most recent technical discoveries, to identify the causes of degradation of bridges, decks, tombs and structures in general. The inspection activity and the critical analysis of the results obtained, supported by any destructive and non-destructive tests, allows the programming of a targeted repair and maintenance plan.
The service aims to provide the managing body with the behavior of the structure under seismic action and therefore the planning of any targeted maintenance and / or restructuring, all to the benefit of the safety of its use and budgetary impact.
The service has as its purpose the evaluation of the safety degree of the examined structure by means of destructive tests (such as single and double flat jacks, collection of concrete and reinforcement assays, pull-off, measurement of carbonation, …) and non-destructive (evaluation of the strength of reinforcement and concrete, static and dynamic load tests, …). This service is most indicated when the project and construction features of the work to be examined are not available.
From a specific request of the Managing Body, from one of the Services previously described or from the combination of more of these, the need to draw up a Maintenance Plan of the structure may arise, which it does not disregard the safety in relation to the circulating loads and the economic availability of the managing body: the planning of the interventions plays a role of fundamental importance considering that many structures are approaching the limit of their useful life. From the combination of the services described and in particular from the defects found, it may also arise the need to carry out real monitoring campaigns of some particular structures: the C.C.M.E. Srl and its technicians are also able to offer this type of service.
